USA Today are wrong on On GDPR I am assuming they are using IP addresses to check whether the user is in an EU country BUT GDPR covers all EU citizens no matter where they are physically located

What a great point and My response is

“Not only is that a great point, who (the Citizen) gave them permission or should I say consent to use their IP address in the first place? hmm”
